This University was Established on June 1, 1996 under the Karnataka State Open University Act of 1992. The University is a member of The Association of Indian Universities (AIU).

The University is recognized by the Distance Education Council (DEC), New Delhi and is also recognised by UGC. The University is the eighth Open University in India and is one of the largest distance education university in the state of Karnataka. Before becoming an Open University, the University used to function as Institute of Correspondence Course and Continuing Education of the University of Mysore, Mysore. There were 27231 Total Enrollment in the year 2000 and 30,000 students Enrollments in the Year 2004.
